Dr. Thomas Holcombe
Medical Director
Dr. Thomas Holcombe is an accomplished physician specializing in occupational and environmental medicine. He obtained his Doctor of Medicine from the University of South Alabama College of Medicine and a Master of Public Health from UTHealth Houston School of Public Health where he also completed his residency in occupational and environmental medicine.
Before moving to Texas for residency Dr. Holcombe served as a medical officer in the US Navy for six years. He served two tours of duty as a flight surgeon—the first with Carrier Air Wing EIGHT (CVW-8) at NAS Oceana, and the second with Helicopter Sea Combat Squadron TWO-EIGHT (HSC 28) at Naval Station Norfolk.
In his role as Medical Director at HV Health & Safety, Dr. Holcombe provides pivotal clinical governance and medical oversight for on-site occupational health practitioners across various projects. His responsibilities extend to managing telemedicine services and overseeing the credentialing of all medical practitioners within the company. His proactive management and strategic leadership in health and safety protocols significantly enhance operational efficiency and workforce welfare in high-risk industries such as construction, mining, and renewable energy sectors.
Dr. Holcombe also continues to serve in the US Navy as a Reserve Flight Surgeon. His current assignment is with Marine Wing Support Squadron 473 (MWSS 473) out of MCAS Miramar, where he oversees medical readiness and support for over 800 Marines. His extensive military service has equipped him with unique insights into the demands of emergency medical scenarios and large-scale health operations, making him a valuable asset to any safety-focused organization. His research and presentations at various conferences further reflect his dedication to advancing occupational health standards and his commitment to lifelong learning and service.
Dr. Holcombe holds medical licenses in more than 20 states and numerous certifications as Medical Review Officer, FMSCA DOT Medical Examiner, NIOSH Pulmonary Function Testing, and CAOHC Hearing Conservation.
Dr. Matthew Case
Dr. Matt Case, DO, MPH, MMC is a board certified Occupational and Environmental Health Physician with ten years of OEM Experience. Prior work includes 9 years of Active Duty service with the United States Navy as a Naval Flight Surgeon with the United States Marines and Officer in Charge of the occupational medicine clinic at the Puget Sound Naval Shipyard in Bremerton, WA. Dr. Case completed his training in Occupational Medicine at Duke University and his Master’s in Public health at the University of North Carolina Chapel Hill.
Dr. Pascual, MD. MAT.
Dr. Pascual is an Occupational and Environmental Medicine physician with 10+ years of interdisciplinary healthcare experience in the public and private sectors. He received his medical degree from the George Washington University School of Medicine and bachelor's degree from Brown University. Prior to his medical career, he was a Teach for America corps member in the South Bronx and a co-founder of a stroke startup. Currently, he is the Chief Resident physician at the Johns Hopkins Occupational and Environmental Medicine (OEM) program. Outside of OEM, his clinical interests also include AI/clinical informatics, lifestyle medicine, and clinical research. Dr. Pascual has authored multiple publications in peer-reviewed journals such as Annals of Emergency Medicine, Workplace Health & Safety, and American Journal of Physical Medicine & Rehabilitation. He lives with his partner and their dog, Vancouver, in Virginia.
J. David Sterns, MD, MPH
J. David Sterns, MD, MPH, is from Nashville, TN, and completed his undergraduate studies in Biochemistry at Lee University prior to his medical training at Georgetown University School of Medicine in Washington, DC. As a United States Navy medical officer, he completed his internship in Pediatrics at Naval Medical Center San Diego. He was then selected for Naval Flight Surgeon training and designation in Pensacola, FL, after which he served as squadron flight surgeon with VMU-2 out of MCAS Cherry Point in Havelock, NC. After developing an interest in occupational medicine during his flight tour, he underwent Occupational and Environmental Medicine residency training at Harvard School of Public Health from 2020-2022. He now resides along the beautiful New England seacoast with his beautiful wife and two daughters and serves as head of occupational health at the Portsmouth Naval Shipyard in Kittery, ME.
K. Ray Motoyama, DO, MPH
K. Ray Motoyama, DO, MPH is from Pittsburgh, PA, and attended undergraduate studies at George Washington University followed by graduate studies at the University of Pittsburgh Graduate School of Public Health. He completed medical training at Lake Erie College of Osteopathic Medicine. As an active-duty Naval Officer, he completed an internal medicine internship at Walter Reed National Military Medical Center. He then served 7 years as a Flight Surgeon, completing two tours in Atsugi Japan and one tour in San Diego supporting Carrier and Rotary Air Wings. As the Senior Regional Flight Surgeon in Japan, he ensured safety and compliance of infection control measures during the COVID-19 pandemic crisis and oversaw contact tracing and isolation among 1000 aviation personnel. He will graduate from the Harvard Occupational & Environmental Medicine Residency Program in June 2024 and will apply his clinical and leadership experience in his role as Medical Director of Occupational Health at the Boston VA Healthcare System. Ray enjoys travel and photography, and lives with his loving wife Kay, son, and daughter.
Katelin Thai, DO
Katelin Thai, DO, was raised in Stockton, CA. She earned her B.S. and M.S. in Biology from the University of the Pacific. She then went on to complete medical school at A.T. Still University, Kirksville College of Osteopathic Medicine. After graduating, she entered active duty in the United States Air Force where she completed her general surgery internship. She then worked as a flight surgeon for 6 years, completing three operational tours at Altus AFB, Osan AB, and Langley AFB. After her time in the Air Force, she completed her residency in Occupational and Environmental Medicine at Duke University and earned her Master’s in Public Health from the University of North Carolina Chapel Hill. Her professional and research interests include aerospace medicine, substance use disorder, and heat related illnesses. In her free time, she enjoys spending time with her husband and their two daughters.
